In New Jersey, a Freeholder is a person who is a member of the county legislative body, called the Board of Chosen Freeholders. Boards tend to vary by county in terms of representation, and can have as few as three representatives to as many as nine. Similarly, systems of voting differ between counties. Some use first past the post voting, at-large voting, or a mix of both. Furthermore, some counties Board of Chosen Freeholders serve both legislative and executive functions, while others (Atlantic, Bergen, Essex, Hudson, and Mercer) will directly elect a county executive.
